Job Description



The St. Paul Park Refinery has a full-time, exempt opening for an Operations PSM Specialist.  The PSM Specialist’s main job duties are to support refinery operations through continuous development and improvements to operating procedures and training.




  • Owns procedure development, revision, and recertification for an operating area within the refinery
  • Develops, conducts reviews, and ensures that procedures are created or revised with continued improvement for all available resources
  • Completes required Management of Change process for changes made to operating procedures
  • Maintains master electronic records and controlled hard copies of procedures in control room
  • Creates yearly procedure refresher training schedule and coordinates training completion with supervision
  • Owns training manual development and revision; training scheduling, and delivery of training material for operations department personnel in assigned area
  • Conducts unit and/or department specific training, including Management of Change (MOC) training
  • Coordinates training efforts with the appropriate subject matter experts
  • Develops and update training materials for the assigned area according to predefined training standards
  • Develops and administers tests in conjunction with front line supervisors and subject matter experts
  • Coordinates training schedules for operator qualifications and classroom sessions
  • Ensures personnel returning from extended leave are up to date on mandatory training
  • Creates timelines for unit shutdowns and startups to align with expected procedure execution
  • Supports area operations as in-house resource on unit design, operation, and procedures
  • Supports planning for unit turn-around and project preparation and execution
  • Ensures that completed procedures, LOTO lists, blind lists, training materials, and tests are properly stored for records retention
  • Facilitates project or TAR specific training support related to procedures and training
  • Facilitates and leads training classes such as TAR training, new hire operator training, etc
  • Participates and leads incident investigations as well as executes required incident report recommendations




  • 3+ years of experience operating process units and/or tank facilities in a refinery or petrochemical setting
  • Proficient in utilizing Microsoft Word, Excel, PowerPoint, Project, Explorer, PI Process Book, Adobe Pro, and able to learn computer software, as required
  • Strong typing/word processing ability
  • Ability to work in a team environment and get commitment by team members on action item completion
  • Existing knowledge of, or able to learn, refinery process unit design and operation; and able to articulate the design and correct method of unit operation through both written and verbal communication methods
  • Self-motivated individual with excellent planning and organizational skills
  • Able to effectively prioritize and multitask a large and various workload to meet critical deadlines
  • Engineering or Process Tech Service degree or equivalent background preferred
