Job Description

The Senior Project Engineer utilizes Andeavor's Project Management Process to facilitate the Project Team through the five project stages: Appraise, Select, Define, Execute, and Operate to deliver projects that meet their stated project objectives, with the highest regard to business acumen and professional ethics.

The Senior Project Engineer will typically manage multi-discipline projects and must be comfortable coordinating the engineering for all engineering disciplines and working broadly across all refinery function groups.

Major Job Tasks

* Supports the development of the business case during the Appraise Stage. Supports documenting the project objectives and involves affected departments during project scoping to gather their input during the Select Stage. Develops and implements the designs resulting from the Select stage and collaborates with project construction team throughout the Execute stage. This role demands a detail-oriented, forward thinking person who can effectively plan for, and work with, the numerous stakeholders and contributors during the various stages of a project.
* Monitors and reports project costs, through all five stages and works with project controls to address any discrepancies and ensure final cost is within approved budget. Validates assigned project purchase requisitions and invoices.
* Develops and communicates project status through use of standardized cost reports, project schedules and forecasts. Works with Construction Supervisor, Project Scheduler, and Cost Estimator to set the project budget and schedule. Coordinates formal end-of-stage Gate Reviews as needed.
* Works with engineering contractors and Andeavor to ensure economical solutions are developed.
* Represents department and/or company in meetings and conferences.
* Communicates lessons learned from each project stage and assists Project Engineering Supervisor with formulating and presenting new concepts across all departments.
* Works with Construction Supervisor on Field Work Directive Change (FWDC) documents to identify out-of-scope project work necessary to move the project forward. Verifies construction activities conform to project plans. Participates in mechanical completion reviews and preparation for commissioning.
* Ensures the project is performing in accordance with Company Standards/Procedures and all project-required documentation is being completed in an adequate and timely manner. Reviews engineering deliverables to ensure all work is per approved specifications, industry standards, RAGAGEP (Recognized and Generally Accepted Good Engineering Practice) and compliance with mandated PSM guidelines (MOC, Facility Siting, HAZOP's, PSSR, PSI, Document Control).
* Works with Construction Supervisor to coordinate constructability reviews, establish the contracting strategy, develop bid packages, award contracts, and evaluate contractor performance.
* Conduct field validations and reviews as required, ensures all HSE requirements are followed.
* Performs other job duties as assigned.

Knowledge, Skills, and Abilities

* Demonstrated skill with Microsoft Office software, including Outlook, Excel, Word, PowerPoint.
* Ability to operate with wide latitude and decision making authority. Ability to organize and prioritize daily work, including tracking and supporting large and small size projects, and see projects to completion while maintaining strict confidentiality.
* Extensive knowledge of project stages of best in class engineering, construction, procurement, and other project related activities.
* Exceptional verbal and written communication skills, including but not limited to the ability to present ideas, proposals and results to project management, operations, inspection and contractors.

No direct reports.

Education and Experience

Bachelor's Degree in Engineering required.

Ten years relevant broad-based experience in complex refinery processes required.

Physical Requirements

* Seeing: Must be able to read reports and use computer.
* Hearing: Must be able to hear well enough to communicate with co-workers.
* Talking: Must be able to express and exchange ideas by means of spoken words.
* Sitting: Must be able to sit for extended periods of time.
* Standing/Walking/Mobility: Must be able to stand and walk distances of up to ¼ mile.
* Bending/Reaching/Climbing/Stooping/Kneeling: Must be able to bend, reach, stoop
* Fingering/Grasping/Feeling: Major portions of daily work require application of manual skills involving motor coordination and finger dexterity.
* The employee will be required to lift and carry a 20 pound file box from a floor to shoulder height
* This is a safety sensitive position: will have to pass a physical fitness test, drug screening, and background check. In addition, they will be subject to random drug testing.
* Must comply with OSHA Respiratory Protection guidelines and the company respiratory protection program which includes a medical evaluation and fit test to determine the ability to wear a respirator. Must be able to don appropriate respiratory equipment to protect the employee whenever respirators are required.

Work Environment

* Work is typically performed inside a regular office in an oil refinery setting.
* Some analysis and troubleshooting may require trips into the refinery setting. Proper PPE and training will be supplied and adherence to all safety and operational procedures will need to be followed.
* Light exposure to electrical shock, bright or dim lighting, wet or humid conditions, and extreme heat (non-weather).
* Light exposure to extreme heat and cold, moving mechanical parts, loud noise, and vibrations.
* Light exposure to outdoor weather conditions including wind, rain, snow and heat.

While performing the duties of this job the employee is frequently required to sit and use the hands to finger, handle feel and touch. The employee is occasionally required to stand, walk distances of up to 1/4 mile. The employee is occasionally required to reach overhead while climbing ladders up to 20 feet. The employee occasionally climbs stairs up to 75 feet, and works at heights of 150 feet above the ground. Balance must be excellent. The employee is occasionally required to stoop, bend, kneel, squat, crawl, and forcefully grasp. The employee is occasionally required to work in confined spaces and vessels as well as lift up to 55 pounds from the knuckle to waist height and push/pull and twist a maximum of 75 pounds of force.
