Job Description

The Senior Environmental Engineer will serve as the Subject Matter Expert (SME) in the Clean Air Act regulations and air permitting requirements. This position is primarily responsible for obtaining, coordinating and managing the site's environmental air permitting activities (PBR, NSR, PSD, Title V etc.) including, but not limited to, and development and/or review of air permit applications for submission to regulatory Agencies. This includes evaluating compliance issues and developing compliance plans and permitting strategies to resolve. It is also responsible for communicating any compliance issues to management and to serve as a technical liaison between Environmental, other refinery departments, and environmental government agencies. Must have a comprehensive knowledge of Texas and Federal regulatory requirements and be capable of developing processes and programs specific to the refinery business and culture. This position will train plant personnel on permit requirements and participate in regulatory agency refinery inspections. The senior environmental engineer must have the ability to function in a team setting, functioning to promote both unity and solutions. This position will be involved in the Title V certification process including the reasonable inquiry process and associated documentation.

Principal Accountabilities:

* Maintains internal relationships to include Environmental, engineering staff, shift supervisors and other operations personnel, maintenance personnel, and I&E technicians.
* Establishes external relationships dealing with regulatory agencies during field inspections and environmental incidents, negotiating with agencies and managing consulting.
* Provides environmental engineering permitting support as needed for environmental projects and to ensure environmental compliance in other refinery programs.
* Provides input that enhances compliance of refinery operations with applicable state and federal regulations.
* Completes on a timely basis required portions of the Title V reports for state and federal regulatory agencies and maintains the appropriate documentation.
* Provides guidance and interpretation of environmental regulations to refining personnel.
* Assists in the development of environmental procedures/guidelines.
* Participates in the training of employees and contractors in required environmental procedures/guidelines for air permit compliance.
* Conducts refinery inspections to ensure compliance with air permit conditions.
* Performs all duties following safety guidelines established by the refinery.

Knowledge and Skills:

* Comprehensive understanding of Texas and Federal environmental regulations applicable to petroleum refining.
* Comprehends environmental laws and their relationship to refining operations.
* Experience with permitting procedures, auditing, and compliance.
* Experience with Title V air permitting.
* Working knowledge of environmental analytical methods.
* Ability to communicate easily with a wide variety of audiences including management as well as external vendors.
* Ability to express thoughts in a clear concise manner both orally and written.
* Ability to communicate well in person, over the phone and through E-mail.
* Ability to effectively prioritize and plan multiple work activities with varying deadlines and complexities.
* Ability to respond to changing business requirements and priorities.
* Works effectively in a cross-functional environment with a variety of technical, procurement and support groups.

* Bachelor's degree in Chemical or Environmental Engineering required.
* Minimum 7 years of related environmental, refining, petrochemical experience required.

While performing the duties of this job the employee is frequently required to sit and use the hands to finger, handle feel and touch. The employee is occasionally required to stand, walk distances of up to 1/4 mile. The employee is occasionally required to reach overhead while climbing ladders up to 20 feet. The employee occasionally climbs stairs up to 75 feet, and works at heights of 150 feet above the ground. Balance must be excellent. The employee is occasionally required to stoop, bend, kneel, squat, crawl, and forcefully grasp. The employee is occasionally required to work in confined spaces and vessels as well as lift up to 55 pounds from the knuckle to waist height and push/pull and twist a maximum of 75 pounds of force.


Bachelor's degree in Chemical or Environmental Engineering required.

Minimum 7 years of related environmental, refining, petrochemical experience required.
