Job Description

The Superintendent, Plant Engineering/Reliability will be responsible for identifying and implementing reliability improvements to maintain routine unplanned/unscheduled Mechanical Availability losses at less than 2% (less than 4% including major unplanned unit outages). Additionally, this position will be involved in Safety & Reliability focused initiatives, including Root Cause Failure Analysis (RCFA), Management of Change (MOCs), Hazardous Waste Operations (HAZWOP), Alarm rationalization, Safe Operating limits, Process Safety Management and Mechanical optimization initiatives. The incumbent will supervise and develop Plant Engineers, integrate efforts with a multidiscipline group (Operations, Maintenance, Inspection and Technical), and establish priorities and long term vision objectives set by business planning and appropriate funding. This position will have budget management responsibilities including Operating Expenses (OPEX) and Capital Appropriations Expenses (CAPEX).

Major Job Tasks:

* Ensures Turnaround (TAR) scope is detailed and complete for seamless execution, integration of reliability needs into the design of new assets, and that Engineering Jobs (EJ's) are developed, tracked, filed/archived for the purpose of Maintenance Work Order/TAR scope, Preliminary CAPEX scope and area archive. (35%)
* Mobilizes, leads and facilitates ad-hoc multi-functional teams that focus on specific problem resolution and continuous and measurable improvements efforts relating to PSM, MIQA, MOC's, HAZOP participation, alarm rationalization, safe operating limits, and production improvements. (15%)
* Establishes and communicates agreed upon Business Plan Plant Engineering/Reliability KPI's on a monthly basis. (15%)
* Facilitates the development of practical solutions and recommend implementations which reduce equipment / system failures and plant shutdowns. Increases plant utilization, reduces maintenance costs, and reduces incident frequency. (10%)
* Coordinates all appropriate staff and resources available to identify root cause of unreliable equipment or procedures in the endeavor of continuous improvements. Leads, assists and/or delegates assigned incident investigations and support implementation of any action items developed. (10%)
* Leads reliability engineering and benchmarking on new processes and procedures. Accountable for the sharing of best practices from inside and outside the plant through Knowledge Management. (10%)
* Administers the Management/Mechanical program for EBV's, PRD's, Thermoweld's, and Stagnate zone/dead legs. (5%)
* Other duties as assigned by Management.

Knowledge, Skills, and Abilities

* Knowledge and understanding of process units and equipment is required.
* Thorough understanding of regulatory controls required
* Working knowledge of mechanical, electrical and utilities with the ability to troubleshoot and implement corrective actions.
* Project management skills to direct both internal employees and external contractors to complete projects safely, on time, and within budgetary constraints.
* Excellent interpersonal, teamwork and communication skills with a well developed sense of urgency.
* Familiarity with reliability centered maintenance (RCM), proactive maintenance planning and scheduling of tasks.
* Knowledge and skills in business management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
* Demonstrated skill with Microsoft Office software, including Excel, Word, Access. Experience with Ultra-pipe, RBI software & systems modeling (finite element analysis) or related software preferred.

Supervisory Responsibility

Will supervise 6-10 direct reports.

Will have Company liaison responsibilities for contractor companies and their employees.

Education and Experience

* Bachelor's Degree in Mechanical Engineering or related discipline required.
* 10 years related experience is required, preferably in a Refining or Petrochemical environment.
* Prior Supervisory experience preferred.

Physical Requirements

* Seeing: Must be able to read reports and use computer.
* Hearing: Must be able to hear well enough to communicate with co-workers.
* Talking: Must be able to express and exchange ideas by means of spoken words.
* Sitting: Must be able to sit for extended periods of time.
* Standing/Walking/Mobility: Must be able to stand and walk distances of up to ¼ mile.
* Bending/Reaching/Climbing/Stooping/Kneeling: Must be able to bend, reach, stoop
* Fingering/Grasping/Feeling: Major portions of daily work require application of manual skills involving motor coordination and finger dexterity.
* The employee will be required to lift and carry a 25 pound file box from a floor to shoulder height.
* This is a safety sensitive position: will have to pass a physical fitness test, drug screening, and background check. In addition, they will be subject to random drug testing.

Work Environment

* Work is typically performed both inside and outside a regular office in an oil refinery setting.
* Analysis and troubleshooting will require trips into the refinery setting. Proper PPE and training will be supplied and adherence to all safety and operational procedures will need to be followed.
* Light exposure to electrical shock, bright or dim lighting, wet or humid conditions, and extreme heat (non-weather).
* Light exposure to extreme heat and cold, moving mechanical parts, loud noise, and vibrations.
* Light exposure to outdoor weather conditions including wind, rain, snow and heat.
* During unscheduled outages, work may involve assignment to nights and weekends.


Bachelor's Degree in Mechanical Engineering or related discipline required.

10 years related experience is required, preferably in a Refining or Petrochemical environment.
