Job Description

Job Summary:

Executes the work process for planning, estimating, and scheduling to achieve business targets. Leads the planning and scheduling effort for routine maintenance activities. Analyzes maintenance cost and performance trends and recommends strategic and tactical changes to achieve business objectives. Provides metrics and reports related to maintenance planning, scheduling, execution, Turnaround and cost performance. When requested, acts as Turnaround Manager and/or Lead Planner for assigned outages. Makes sound decisions that impact the effectiveness of the Maintenance Department and the efficient operation of the refinery.

Job Tasks:

Supervises direct reports to assure maintenance routine work list is developed for review, facilitates work list review meetings, updates and communicates work list, publishes and issues final work list to all parties including contractors. Work list includes regulatory as well as business critical work. (20%)

Develops and recommends contracting strategy for achieving planned and scheduled routine work. Documents contracting plan to include: services provided, contract release and PO numbers, estimates, and release amounts. (10%)

Supervises direct reports on process for ordering all general maintenance materials, gaskets, bolts, valves, and pipe fittings. Reviews and approves the purchase of expense related materials from other departments. (10%)

Compiles overall estimates and communicates and reviews with Refinery Leadership Team cost projections and expense management. (15%)

Coordinates and schedules activities with operators, maintenance, contractors, and other planners. Communicates and reviews schedules with management, ensures progression of schedule druing execution, and reports progress to turn-around participants and management. (10%)

When assigned, acts as T/A Manager or T/A Lead Planner. Assists field effort with any problem areas as necessary. (5%)

Plans and coordinates maintenance activities including the scheduling of manpower, equipment, and materials. Maintains good interdepartmental communication. (10%)

Analyzes overall maintenance performance and recommends strategic and tactical changes to achieve business objectives. Provides Maintenance Manager, Refinery Leadership Team and Refinery Manager with analytics for improving reliability and expense performance. (15%)

Performs other related duties as assigned or requested. (5%)

Education and Experience:

Bachelor's Degree and 3-5 years related experience or equivalent combination of education and experience.

Knowledge, Skills, and Abilities:

* Thorough knowledge of a technical field, such as maintenance or inspection in order to analyze, interpret, and apply information.
* Knowledge of department practices and procedures, including personnel policies.
* Mathematical skill to calculate and interpret data using percentages, ratios, averages, and medians.
* Computer skills to manage and process data for use by self or others.
* Skill in operating various machines typical to the department.
* Written communication skill to compose written performance feedback, memos, and reports.
* Oral communication skill to communicate with customers, co-workers, vendors, and business contacts in a courteous and professional manner. Also communicates technical information.
* Interpersonal communication skill to negotiate agreements favorable to the Company, reconciling differences to arrives at acceptable solutions.
* Ability to provide direction by giving the contact specific instructions regarding future activities.

* Ability to read, analyze, and interpret documents, such as procedure manuals, reports, and correspondence.

* Ability to plan and schedule activities over a year or longer, including regular review and coordination of activities required for implementation.

Physical Requirements:

* Seeing: Must be able to read reports and use computer.
* Hearing: Must be able to hear well enough to communicate with co-workers.
* Talking: Must be able to express and exchange ideas by means of spoken words.
* Sitting: Must be able to sit for extended periods of time.
* Standing/Walking/Mobility: Must be able to stand use hand and/or power tools. Must maintain mobility to perform duties inside and outside of buildings. Major portions of the day may require this activity.
* Bending/Reaching/Climbing/Stooping/Kneeling: Must be able to bend, reach, or stoop to obtain office supplies and operate office equipment.
* Lifting/Pulling/Pushing: Moderate physical effort up to 25 pounds.
* Fingering/Grasping/Feeling: Major portions of daily work require application of manual skills involving motor coordination and finger dexterity.
* Must comply with OSHA Respiratory Protection guidelines and the company respiratory protection program which includes a medical evaluation and fit test to determine the ability to wear a respirator. Must be able to don appropriate respiratory equipment to protect the employee whenever respirators are required.

Work Environment:

* Work is typically performed inside a regular office setting on oil refinery grounds.
* Light exposure to fumes or airborne particles, toxic or caustic chemicals, and flammable substances.
* Light exposure to electrical shock, bright or dim lighting, wet or humid conditions, and extreme heat (non-weather).
* Light exposure to extreme head and cold, moving mechanical parts, high and unstable places, loud noise, and vibrations.
* ight exposure to outdoor weather conditions including wind, rain, snow and heat.
